Report written by German General Consul Richard Kiliani following his official journey to the Netherlands.

Context

Richard Kiliani was an experienced and highly respected diplomat, who also led the body within the German Foreign Office with responsibility for regulating the press. He was aware of the potential of film propaganda. Despite his declared abhorrence of film, on his visit to the Netherlands he apparently attended many film screenings where he watched both the films and the audiences. The results of his observations, articulated in the report, were crucial for the future development of German propaganda in the interwar period.
